I think just setting

$wgGroupPermissions['*']['createaccount'] = false;

in LocalSettings.php should do the job.
https://wiki.toolserver.org/view/MediaWiki:Loginstart can then be adapted
with a link to https://jira.toolserver.org/secure/Signup!default.jspa for
actual humans that need an account.

One of two things needs to happen, we need to disable new account creation
for anons, or we need to setup some anti-spam features, (abuse filter and
title blacklist) Right now most of the edits are just spam

cleanup when the wiki is imported into another: your offer won't be 
forgotten.
I archived a dump; it's only 50 MB for full history, should be easy even 
with Special:Import.

I don't see a conclusion to this thread, did the discussion move 
elsewhere? Of course the whole wiki has to be archived.
There are only 323 content pages (an apt number, considering bug 323!) 
and 1500 pages in total, so importing them all on a Toolserver: 
pseudo-namespace on wikitech is trivial (possibly even Special:Import 
may suffice); it can be made into an actual namespace by any shell user.
Ideally, however, this would be done by a shell user importing logs and 
files too.

as far as I know, TS wiki has not been discussed. Thanks for bringing it up!

I suppose keeping content means quite some triage. We don't need
information specific to the toolserver on wikitech, but everybody should
indeed migrate their tools' documentation from tswiki to
wikitech.wikimedia.org as part of the migration process. A good place is
under your userspace on wikitech.

MediaWiki trunk version.  There will be a brief outage of the wiki while 
this is done.

It's not double, it's triple (note the "wiki" in "wikimedia"). Double
repetition is present in almost every Wikimedia url (all our projects'
names contain "wiki", or am I wrong?), so I think that we can endow
with it to make our URLs more standard.

Could you change url's from /view/Page_name to "traditional"
/wiki/Page_name ? Current sheme is a bit confusing and forces a wrong
redirection when opening http://wiki.ts.wikimedia.org/.
