 Okay… gag me with a spoon; I had to write a bit of SQL also.

 BridgeDB should be capable of allowing operators to choose if/how to
 distribute their bridges, which is possible after #18329. Already #21177
 is in Stem, so we just need to update BridgeDB to the latest Stem master
 and add some handling in the descriptor parsing and distribution code.
