(We think we need more IPv6 relays, before clients can safely use IPv6 extends. In the meantime, clients just do IPv4 extends, and every relay has IPv4.) tor v0.4.0.x will reach its end-of-life date in under 3 weeks on 2020-02-02. There are currently over 400 relays still using that version.
