Also, there is an interesting point regarding blocking Tor in Russia
legally. As far as I understand, some entity representing tor network
should get an official letter from Russian government regarding
providing services to Russian users and requirement to implement
filtering in the network.

As far as I understand (I'm not a lawyer), it's impossible to ban the
service _legally_ without delivering alike letter. Legal definition of
letter "delivery" is also somewhat tricky as tor network is operated by
relay operators, not by The Tor Project Inc. Asking The Tor Project Inc
(non-profit doing software development) is like asking firmware vendors
(Linux kernel? Cisco and Huawei? I don't know the right analogy) to
implement Russian blocklist in their firmware instead of asking Russian
ISPs to comply.

I'm unsure if there is such a thing as "entity representing tor
network". I can't even imagine anything better than public mailing list
of relay operators (tor-relays@ is declared as support, not a NOG,
network operator group) that's also questionable destination for alike
letter.

Anyway, it looks like an interesting case from legal standpoint, it
would be interesting news source if some Russian lawyer takes it.

Yep, that's what I get from the document. The bill making running at Tor
node possibly questionable activity (that was discussed in the very
first message of the thread) is yet to be accepted by the parliament.
The draft used during the first hearing also had no punishment (no fine,
no criminal charges) for running Tor node as far as I could understand.
The bill have passed the first hearing of three by the moment.

Small update. I consider that statement it technically wrong now :)

Russian Federal Tax Service (the one that banned www.google.ru for a
couple of hours) got sort of a right to ban websites distributing
network censorship circumvention tools if the tools can be used to
access illegal gambling sites. Corresponding order was issued on the
18th of May, registered within ministry of justice on the 27th of June
and published on 29th.

One who wants to read the order should look at articles №4.1.7 and №4.1.8.

I'm not a lawyer, my understanding of the bill may be wrong.

It does not criminalize usage of network censorship circumvention
methods for citizens.  Operators of any nodes (Bridges, Relays, Exits)
reachable from Russia are subject for the bill, but I see no penalties
for non-complying operators besides network ban of corresponding nodes.

On the other hand, the bill is quite vague, so I consider that
"operator" may as broad as Google Play, Apple Store, every Linux distro
mirror and software downloads website because of distributing censorship
circumvention tools.
