This works for me using LMS on a Win 8 dedicated music server. Also
worked on the in TOUCH built server but much slower.
\music\artist1\album1 of artist1\associated MP3s
\music\artist1\album2 of artist1\associated MP3s
\music\artist2\album1 of artist 2\ etc etc.

It also makes backing up and copying to an MP3 disk in my car easy.

Very few of my MP3s have ID tags as I started this process back in 1998
converting ripped wavs from my CDs to MP3s on a near manual basis.

The actual directory structure doesn't matter much - what matters is
tags. Are your files properly tagged?

I agree, but even in accessing music folder you should be able to see
all the album subfolders. I just checked and I have some artists with 25
album subfolders and I can see them all when browsing music folder
within LMS to the Artist upper directory.  I suspect something with your
browser not showing you the fill screen or something. What you are
trying to do should work.
