  We ran this by the launchpad team and based on the analysis that cjwatson 
carried out, he had this to say:

  'The bit where it only lists a subset of PPAs is a bug in add-apt-
  repository. It's talking to the Launchpad API by hand to avoid needing
  to introduce additional dependencies, but unfortunately it doesn't
  implement the collection API properly: it needs to follow links to
  subsequent batches until it's found everything. (Notice that it's
  shown you 75 entries, which is exactly our current batch size on
  production.) I'd suggest raising that with the Foundations team, who
  can come to us if they need help fixing it.

  I'm not completely sure why it couldn't add the PPA in the first
  place, though, and I suspect the underlying error has been obscured by
  add-apt-repository somewhere along the line. I compared with appserver
  logs for the relevant timestamps (which are just about still
  available); there are records of requests from a bit later in that
  hour, but add-apt-repository's request didn

is used for creating initrd for server or desktop's live-cd or installation CD 
image.
However, I've send a pull request.

  Peripheral probe failure for MediaTek boards 'mt8195-demo' and 
'genio-1200-evk'.

  (Generate initrd.img-6.2.0 on 5.15 kernel.)

  [Fix]
  I've used 'dracut' to examing the driver dependencies for boards 
'mt8195-demo' and 'genio-1200-evk'.
  It is able to buot into console and use USB port3.
  Hope these drivers could help to run installer with USB disk in next daily 
build.

  Note: It won't work with 'update-initramfs -u -k 6.2.0-34-generic' if
  just simply add driver lists in '/etc/modules',
  '/etc/modprobe.d/mediatek.conf' or '/etc/modules-
  load.d/mediatek.conf'. I fixed this issue with 'dracut' and it seems
  this tool will include more common framework drivers into initrd.img.

There is a workaround described at

However the upstream maintainer should probably address this.

Affects the AWS Focal AMI, so a lot of people may be impacted but just
not know.

As a temporary solution I have moved /usr/share/initramfs-tools/hooks/dhcpcd 
out of the folder and update-initramfs has succeeded.
After restarting, I'm on kernel 6.5.0 and I have access to the Internet.

Can I leave it like this or is there a way to fix this?
