Just for the completeness of the changes I've put:

Having added the Kubuntu-folks, since having an up-to-date Qt-version is
quite essential for a successful build of an KDE-environment within the
Ubuntu-flavors eco-system.

Not having this, puts their efforts on a hold to have their stuff
uploaded (of course they can somehow or another fiddle around it within
their staging ppa's – producing breakage wt the rest of the archive
(personal xperience)). Being called Area51 on BSD.

Sticking to the Zesty-Release-Schedule [1] their earliest chance to
publish successfully then would be Alpha-2 (late January).

  For a set of timezones in tzdata-2016*
  Qt parser produces wrong result in
  Qt versions earlier than 5.6.

  In kubuntu-16.04 xenial xerus the most annoying
  issue is broken digital clock plasmoid on the default KDE panel
  if system timezone is set to e.g. Asia/Novosibirsk.
  All Qt programs that attempts to convert time to non-default
  timezone are affected as well in xenial and earlier ubuntu released
  including ubuntu-14.04 LTS trusty.

  I consider the bug is nasty enough for updating Qt in LTS ubuntu
  releases.

  The upstream bug is https://bugreports.qt.io/browse/QTBUG-53071
  "QTimeZone mishandles tzdata 2016b and later in Russia, Kazakhstan".

  I faced the problem with Kubuntu 16.04.1, x86_64.
  Asia/Novosibirsk has UTC+07:00 offset last a couple of months
  but KDE clock shows a time that has offset of 14 hours from the actual wall 
time,
  so it is rather unusable.
  Command line tool "date" reports correct local time.
  KDE digital clock works correctly in e.g. Asia/Krasnoyarsk timezone.
  It as a workaround if time transition history does not matter.

  Some other timezones affected by the bug (tzdata-2106f)

  in tests/auto/cmake/. Cmake was unable to find qt libraries
  in the build tree.

  For a set of timezones in tzdata-2016*
  Qt parser produces wrong result in
  Qt versions earlier than 5.6.

  In kubuntu-16.04 xenial xerus the most annoying
  issue is broken digital clock plasmoid on the default KDE panel
  if system timezone is set to e.g. Asia/Novosibirsk.
  All Qt programs that attempts to convert time to non-default
  timezone are affected as well in xenial and earlier ubuntu released
  including ubuntu-14.04 LTS trusty.

  I consider the bug is nasty enough for updating Qt in LTS ubuntu
  releases.

  The upstream bug is https://bugreports.qt.io/browse/QTBUG-53071
  "QTimeZone mishandles tzdata 2016b and later in Russia, Kazakhstan".

  I have rebuilt qtbase-opensource-src-5.5.1+dfsg (-16ubuntu7.1)
  from sources with the patch applied and the bug has gone away.

  A bit more details.

  I faced the problem with Kubuntu 16.04.1, x86_64.
  Asia/Novosibirsk has UTC+07:00 offset last a couple of months
  but KDE clock shows a time that has offset of 14 hours from the actual wall 
time,
  so it is rather unusable.
  Command line tool "date" reports correct local time.
  KDE digital clock works correctly in e.g. Asia/Krasnoyarsk timezone.
  It as a workaround if time transition history does not matter.

  Some other timezones affected by the bug (tzdata-2106f)

  It reports 0 for incorrectly parsed timezones.

  The only thing that bothers me is that I had to disable tests
  when was rebuilding libqt5core5a_5.5.1+dfsg-16ubuntu7.1_amd64.deb
  using dpg-buildpackage. Otherwise I got error with cmake
  in tests/auto/cmake/. Cmake was unable to find qt libraries
  in the build tree.

Bugs against SKYPE should be reported against their bugbase.

Ubuntu can't do anything about this, as it is proprietrary third-party-
software.

Reading from the logs that the installation language is german I would
highly recommend for you to seek help at the german ubuntuusers-forum
[1].

  "low-graphics mode" in VirtualBox guest, but X server running

  I sometimes get the "low-graphics mode" message when starting an
  Ubuntu 16.04 virtual machine inside of VirtualBox (current development
  code trunk, somewhere past version 5.1 beta 3 and a debug build).
  When I switch to VT-7 I find the X server running without any visible
  issues (I am the upstream developer of the guest graphics drivers, so
  I have a reasonable but not infallible understanding of the X server).

  The virtual machine has Guest Additions installed, same vintage and
  also a debug build.  Two screens are enabled as is 3D acceleration.
  The host system is also Ubuntu 16.04.  I am still trying to work out
  what triggers the message, but in my last attempts a cold boot failed
  to produce it, while a clean reboot did, but only when the host system
  was not under load (under load as in building VirtualBox).

  Searching the lightdm log files led me to the message "CRITICAL **:
  session_get_login1_session_id: assertion 'session != NULL' failed",
  which in turn led me to this similar-looking Debian bug:

Is the system missing a user called _apt ?

Was it forgotten to create one?

Is this warning serious or can/should it be silenced?

Who corrupted my system? Can we still trust the system or should we just
install another distro, which doesn't suffer such?

Looks in any case quite messy AND it's an upgrade-regression.

  I recently upgraded my Kubuntu x86_64 system with a HiDPI monitor (24"
  4K) from Wily to Xenial.  Before I did this, applications using all
  the toolkits (GTK2, GTK3, Qt4, and Qt5) properly obeyed the DPI value
  automatically detected from the monitor, causing them to automatically
  scale to a usable size.  However, after upgrading to Xenial, GTK3
  applications no longer have this behavior.  Instead, they appear at
  the normal 96DPI size, causing them to be nearly unreadable due to the
  small size of their widgets.

  I am currently using GTK3 3.18.7-1ubuntu2,  but the issue has been
  occurring since I upgraded to Xenial months ago.

  Ubuntu software centre shows the above item twice.  No change in the versions

  But Synaptic shows only one item.
  I removed it from software center. But the same itmes just above it also 
removed simultaniously. When I installed one only, the other item aslo came as 
installed.
  Is there a replica of this in Software center?

  Error when adding/removing key in KDE version

Bug description:
  Discovered this bug in 14.04.

  In the KDE version of software-properties, when I add or remove a key, an 
error about the key being invalid is displayed.
  However, it seems that the key is actually added/removed (checked with 
apt-key).

  The respective methods in softwareproperties/SoftwareProperties.py call the 
KeysModified() method.
  Apparently, this method doesn't exist in the KDE version, causing an 
exception which makes the add/remove methods return False.
  This is the cause of this bug.

  just realize that fonts-noto-cjk is available in the repository, finally its 
packaged.
  i don't really know about korean community.
  But for Chinese and Japanese community, i think that the answer is clear.
  noto-cjk is definitely better what we had before, like fonts- wqy and 
fonts-droid.
  Android community had received these complains for years, finally they got 
them fixed on lollipop.
  Fedora also set it as default chinese font start from F21.
  and of course, i still hope that ubuntu could drop those 69-language-selector 
fontconfig files, just like what F13 did.

  [Impact] 
   * Some -dev packages like ubuntu-sdk and libglew-dev cannot be installed 
when the lts-utopic stack is used.

  [Test Case]
   * Install the lts-utopic stack.
   * apt-get install ubuntu-sdk
   * Good: you get a whole list of packages to install.
   * Bad: apt-get install fails like pasted in the original bug report.
   * Also test the same without the lts-utopic stack, to make sure there are no 
regressions.

  [Regression Potential] 
   * Low, this has been done for precise before, and mesa packaging has to be 
updated for every LTS release. Unfortunately there are no alternatives. :(

  [Other Info]
   * There's probably an apt bug in here too. Nudging the resolver by 
specifying libgl1-mesa-dev-lts-utopic and libgles2-mesa-dev-lts-utopic works, 
but I didn't find a good way to express this in the depends, and that would 
have to be done for every package.

  When I start a session all my windows appear in black as well as my desktop 
if using kwin. This behavior is not entirely deterministic, it occurs about 75% 
of the times. I have an intel graphic card, and same thing happens no matter 
sna or uxa is used.

  This doesn't happen if using kwin_gles instead (but I don't use it
  because then the blur effect doesn't work). Please let me know if I
  should fill a bug in kde as well...

  I just did a fresh install of trusty and deliberately made a failing
  entry in the crontab:

  * * * * * mkdir /qwer/qwer

  In /var/syslog, this results in:

  When I look in the documentation (https://help.ubuntu.com/14.04

 For this reason the packages exim4 and mutt will be installed by
 default (provided you did not unselect the “standard” task during
 the installation). exim4 is a combination MTA/MDA that is relatively
 small but very flexible. By default it will be configured to only
 handle e-mail local to the system itself and e-mails addressed to
 the system administrator (root account) will be delivered to the
 regular user account created during the installation.

  Still, mutt and exim4 appear not to be installed, although I did not
  exclude or remove any packages.

  (service cron restart).

  The script finishes just fine on 14.04 (and keeps doing whatever is
  after the cron restart). On 16.04, it kills the script meaning that it
  kills all its children.

  Behavior should be reverted where children are not killed upon
  restart.

  Xenial is on a different 1.7 series and will be on 1.8 by release. All

  in release timing that means one is released before the other.

  In the middle of a script run by cron, I'm restarting the cron service
  (service cron restart).

  The script finishes just fine on 14.04 (and keeps doing whatever is
  after the cron restart). On 16.04, it kills the script meaning that it
  kills all its children.

  Behavior should be reverted where children are not killed upon
  restart.

  After my upgrade from 15.04 to 15.10 certain Plasma elements don't redraw.
  This affects the task bar (in the panel), the starter and the desktop at 
least.

  So after starting an application it's not shown in the task bar. After
  adding a favourite it's not shown in the starter and after dropping a
  file on the desktop it's not shown.

  For the task bar I found a work around, by selecting the auto hide
  function. So each time I move to the bottom edge the task bar pops up,
  gets redrawn and shows the correct open applications.

  For the starter: after adding a favourite, click the starter icon
  (closes), then click again (opens with the change shown).

  For the desktop I could only logoff, then login.

  Prior to upgrading I had 15.04 with the Kubuntu Backports installed,
  and had not this issue.

This is a real blocker - so...  Multi-Desktop environment (still
recommended?) puts interested peoples desktop in a unsecure state as it
blocks APT then.

If there is no other solution we will have to ask to remove Telepathy
from Kubuntu-meta or _not_ to recommend a mixed Desktop-Environment any
longer  & put up a warning. May sound harsh, but...

This error covers two release + a third that's in current development.

A possible solution to get at least APT back into it's shoes again was

Bug description:
  Binary package hint: ibus

  ibus works "out of the box" on Ubuntu. It should do the same on
  Kubuntu as well. This is not a feature request. A working input method
  for international data entry is a *must* for modern desktop
  environments. So the absence of this is a bug.

  Possibly due to the recent work for Lucid to integrate GNOME tray
  applications in KDE, it is  possible to use the Ibus tray application
  and input international data into all KDE/GNOME applications (except
  OpenOffice) from the KDE 4 desktop environment itself. The relevant
  steps are outlined at http://wiki.debian.org/I18n/ibus and working on
  a regular Kubuntu Lucid release. Therefore, the steps outlined in the
  above wiki must be by default integrated into the default Kubuntu
  installation so that by merely installing the relevant ibus packages
  users of Kubuntu will be automatically enabled to enter international
  data.

this sru has hit Kubuntu in a strange way -> bug #1509334 (30 seconds
delay for final desktop)

JUST be4 the final release :-(

The fix for Wily is stuck now in the "proposed-queue", actually thinking
this bitesize-bugfix (there) should enter "wily-updates"

Could you take a look at it?

  An Akonadi resoruce is crashing every few hours. The Crash Reporting
  Assistent pops up. "Install Debug  Symbols" installed kdepim-runtime-
  dbg, but anyway the assistent insists that the debug symbols are
  missing:
