  I came across this when debugging bug 1352255.
  as implemented right now (trusty and utopic) the 'static-network-up' event is 
emitted when each 'auto' interface has had *an* address configured, as opposed 
to *all* addresses configured.

  Heres why:
   ifupdown calls runparts on /etc/network/if-up.d/ after each stanza for a 
network inteface, rather than once after *all* stanzas are executed.

  The result is that things that were waiting on 'static-network-up',
  expecting that would provide them with expected networking are not
  actually guaranteed anything other than the first stanza for each
  interface.

  (note also that this happens to cause strange behavior in bug
  1352255).

One thing I've noticed that may be of interest is that this only occurs
for me now during boot up.  If manually started with the command "sudo
systemctl start isc-dhcp-server.service" it starts up fine with no
errors.

  the above command temporarily solves the issue, until dhcpd is
  restarted: at that time, the ownership of the directory and the lease
  file is set back to root:root.

I don't think it was correct to mark this as a duplicate of #985417.
That bug affected Precise and Quantal and was fixed back in 2012.  This
bug is currently affecting users of Utopic in 2015.

  After raring upgrade, the dhcp server fails to renew lease file when
  it tries to (about every hour).

  The syslog says:
  dhcpd: Can't create new lease file: Permission denied

  It looks like a permission problem, because

  # chown -R dhcpd:dhcpd /var/lib/dhcp

  the above command temporarily solves the issue, until dhcpd is
  restarted: at that time, the ownership of the directory and the lease
  file is set back to root:root.

  Something restarts cups every morning, and I don't know what is it.
  This is a big problem for us, because every month we have to print a very big 
print job (thousands of pages), so we launch the printing in the evening, put 
new paper in the printer the next morning, and expect the job continues. But 
the job restarts from the beginning.
  I sent a /var/log/cups/error_log file to cups.org and this is their answer :

  Well, the main problem is the daily CUPS restart at 07:36. This stops all
  jobs; the scheduler starts all not yet completed jobs from the beginning.
  BTW, your system seems not to do a well behaved restart, as the messages
  Scheduler shutting down normally and Savinf job cache file ... are
  missing in your error_log.
  As I have no Ubuntu system available to look into, I do not know how the
  restart is scheduled - I suggest to look into the documentation regarding
  system administration or ask for more info in the various Ubuntu forums.
