Just confirmed that the issue is due to a component which was modified
by me in order to add a custom keymap and diverted using dpkg-divert -
this report is now invalid.

  ibus 1.5.22 freezes when switching input method. I have rime installed
  in addition to my keyboard layout (US AltGr dead keys). When I try to
  switch from rime to US Altgr, ibus freezes and input is not usable.

  Downgrading 1.5.22 to 1.5.21 solves this issue.

when LC_ALL is en_HK.UTF-8, Xlib cannot use locale. This make me not
able to use locale-aware applications such as input methods at that
locale. There are no problems with other en locales such as en_GB.UTF-8
