Tks @Daniel, 
Apparently the bug fix has been merged 2 months ago in the PulseAudio master 
branch:
https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/merge_requests/491
so about 5 years after the 1st bug reports.
To be fair, it was not a bug in ubuntu but in PulseAudio.

Bug description:
  I'm trying to connect a bluetooth-speaker-with-microphone (Mi
  Bluetooth Speaker) to Ubuntu. It works well as an A2DP sync, but can't
  use it as a headset with microphone.

  The device doesn't list in the "Input Devices" by default, and using
  the sound settings to change the profile of the device to HSP/HFP
  results in this log message:

  W: [pulseaudio] module-bluez5-device.c: Refused to switch profile to
  headset_head_unit: Not connected

  
  I'm running Ubuntu 16.04 LTS. I did an upgrade from Ubuntu 15.10.

  pulseaudio:
Installed: 1:8.0-0ubuntu3

  bluez:
Installed: 5.37-0ubuntu5

  This is specially important for Docker, but also a big annoyance on
  desktop, as there is no clean CLI way of enabling it.

  Why not just enable by default and save people the trouble?

Same bug on Alienware 17 R4 running ubuntu 16.04 LTS kernel 4.4.0-31-generic

sudo service network-manager restart
does fix it.
Still no official fix though ?

Bug description:
  After resume from suspend network manager no longer allows me to
  control my wifi card, view available wireless networks, or select new
  ones.  Oddly enough, I'm still able to communicate on the network that
  I was connected to prior to suspend.

  Running
  # sudo service network-manager restart
  resolves the issue until the next suspend/resume.
