Looking as the spec file, it seem that I maybe mistaken.

desktop-login   The sound used when a user logs into the system, played as a 
welcome sound immediately after the login screen disappeared.
desktop-logout  The sound used when a user logs out of the system. 
service-login   The sound used when a user logs into a service (i.e. Gaim login)
service-logout  The sound used when a user logs out of a service (i.e. Gaim 
logout) 
system-readyThe sound used when the computer is booted up and shows the 
login screen.
system-shutdown The sound used when the computer is being shut down.

Tested on Xubuntu 20.04 with gnome-session-canberra and yaru-theme-sound
packages installed

The gnome-session-canberra package has a /usr/share/gnome/autostart
/libcanberra-login-sound.desktop but it will not run. I disabled all of
the below entries in the file and it still wouldn't run.

OnlyShowIn=GNOME;Unity;
AutostartCondition=GSettings org.gnome.desktop.sound event-sounds
X-GNOME-Autostart-Phase=Application
X-GNOME-Provides=login-sound
X-GNOME-Autostart-enabled=false
NoDisplay=true

The shutdown script /usr/share/gnome/shutdown/libcanberra-logout-
sound.sh in the same package worked fine.

As mentioned in the bug description, I've filed a MR upstream to fix the
issue and this is a downstream bug for tracking. To test the issue,
install the freedesktop sound theme and enable it as the default sound
theme, and install the gnome-session-canberra to get the startup and
shutdown execution. I'm running xubuntu 20.04.

As reported in #1868630, this crash happens to me when selecting
'Install Xubuntu Core' from the grub screen and doesnt happen when i let
the installer start up normally without interaction.
