 I'm marking this as invalid because it affects an Ubuntu release which
is now unsupported.

Well... while this was reported against a release which has now reached
EOL, it was also mentioned and tagged as reproducible in 14.04.

Anyways, for those following, bug 1489205 has been filed.

Bug description:
  Under 12.04 LTS running Unity, the keyboard switching keys worked in
  pairs: control+alt+up+right moved to upper right, control+alt+up+left
  moved to upper left, etc.

  But 12.10 Unity does not work this way for all combinations:
  control+alt+up+right and control+alt+down+left always work;
  control+alt+down+right _sometimes_ works. Control+alt+up+left _never_
  works. (The display doesn't even change.)

Sorry folks, but as part of the bug clean up ahead of 16.04 I'm marking
this as invalid because it affects an Ubuntu release which is now
unsupported.  If you can still recreate this bug in a supported release
please do open a new bug and we can triage it for consideration in the
16.04 development cycle.

Additional:  This seems to be related to some hardware limitations on
keyboards not handling ctrl+alt+up+left at the same time, where as the
other combinations work.
