Public bug reported: This error occurred after an upgrade to Lubuntu 14.
lx panel was not starting on system startup, I fixed that using these instructions: http://askubuntu.com/questions/451858/blank-desktop-after-upgrading- lubuntu-to-the-next-version But there are still other errors I am working through. Everything seemed to be working fine before the upgrade.
