seems like toolkit issue and not Calendar itself, as calendar uses the
time picker from toolkit

Bug description:
  My device is configured to use times in AM/PM format but the
  TimePicker is not following the system localization.

  It appears that there is currently no setting for AM/PM format in "System 
Settings > Time & Date" nor within the clock application.

  Could you please describe the steps taken to configure the device 'to
  use times in AM/PM format'.
