There are 3 states that the location services can be in within System Settings > Security & Privacy > Location access: * Using GPS only * Using GPS anonymised Wi-Fi and mobile network info * Not at all It would not be obvious to a user how these states match the four possible combined states of the two toggle switches on the indicator.
