  What you expected to happen:
  Changes in /etc/default/keyboard to be effective.

  What happened instead:
  Nothing.

  ex: 
   
  File : /etc/default/keyboard

  # KEYBOARD CONFIGURATION FILE

  # Consult the keyboard(5) manual page.

  XKBMODEL="pc105"
  XKBLAYOUT="fr"
  XKBVARIANT="latin9"
  XKBOPTIONS="altwin:ctrl_alt_win"

  BACKSPACE="guess"

  
  Nothing happens after boot.

  (but setxkbmap -option alt win:ctrl_alt_win does works)

  Suggestion : 
  -Remove /etc/default/keyboard as it doesn't seems to serve any purpose other 
than misleading people.
  -Make somehow working as it should.

review all reported bugs in a timely manner.

Ubuntu 15.04 (vivid) reached end-of-life on February 4, 2016.

I'm setting the status of this bug to 'Incomplete' as it's not seen any
activity for some time. If this issue is still relevant when using a
currently maintained release of Ubuntu then please let us know which
one(s) otherwise this bug report can be left to expire in approximately
60 days time.
