Affects all players, so not a vlc bug. Reassigning to pulseaudio, but might as well be a kernel, driver or hardware bug.

Playing this list and when the song starts playing the sound becomes distorted with sound starting and stopping. After a few seconds the song continues normally. This happens even if i slide the general volume to lower and back to the same position during the playing any time. It is not happening every time the song changes or every time i slide the volume. Its an intermittent problem.
