Public bug reported:

Hello,

I have 2 Thrustmaster score-A bluetooth gamepads. I can pair them and
connect them aftewards. But if I turn them off then on again, it won't
reconnect (or very occasionnaly), see btmon-ko.log, until I disable SSP
with the "sudo btmgmt --index 0 ssp off" or "hciconfig hci0 sspmode 0"
commands, see btmon-ok.log.

I have Kubuntu 16.10 with bluez 5.41 and 4.8.0-42-generic #45-Ubuntu SMP
kernel. This is the same with bluez 5.44 and vanilla 4.10.6 kernel.
