@Nathan: We don't backport changes to this package unless some really important bug is spotted. The reason is that many users make custom keyboard configuration by editing xkb-data files, and a package update in a stable release would wipe out such changes. So no, sorry. Btw, it's easy to 'unhide' the Indic layouts in 17.04.
