It makes sense that's what some people would prefer. Unity was designed that way. My gut feeling though is that it would look nicer with the always-black panel. Gnome chose that and stuck to it for years for good reason. Doing so would have the added benefit of never having the weird overlap of the grey panel's left end above the launcher. Addition/correction to my above comment, window buttons are actually added to the right of the top bar, fairly closely mimicking the 17.04 approach. I found the extension https://extensions.gnome.org/extension/723/pixel- saver/ which brings a behavior much closer to that of 17.04 -- however, with this solution the window buttons are missing once a window has been maximized and merged with the top bar.
