After several minutes of Terminal commands removing, reinstalling, and rebooting I finally discovered the issue. I have two monitors, both on the same video card. One display is connected via HDMI, one is connected via DVI. When I go to the Dock settings, I have to choose the "wrong" monitor to get the dock to display on the monitor I want. I.e., In Dock settings, when I choose Show On: Monitor A, it actually shows up on Monitor B and vice versa. Everything else works and behaves like normal.
