It would be good if either the "sqlite3" or "sqlite3-dev" package included a CMake package config file. This would allow sqlite3 to be included in the transitive dependencies when linking with CMake. Based on a quick search the proper location would probably be /usr/lib/x86_64-linux-gnu/cmake/sqlite3 as /usr/lib/x86_64-linux-gnu/cmake has other packages (for example PulseAudio).
