The issue was identified and fixed in gdk-pixbuf two (2) years ago, but it was released in a version grater that the available in Ubuntu 20.04. At first glance, the leak appears only when a static image is requested, but this function is used by pixbuf's upload functions and calls this function internally. So the leak happens every time a GIF is loaded.
