We have no trouble with Japanese with our milestone:"アルファ" and
similar milestone names on 0.11.7.

[Trac] Non-ASCII strings in 0.11

Trying to address http://trac-hacks.org/ticket/9277, I'm not sure how to 
proceed.  I only have access to Trac 0.11 and it's not clear to me if I can 
create non-ASCII milestone names in 0.11 or if the bug is specific to 0.12.  
(I'm not sure what the user means by "project name" either.  Is that a 0.12 
thing or is it vague/sloppy reporting?)  Can I put \u012\u023 (or whatever) in 
the name field in 0.11 and expect something sensible to happen?
