You should have a delete attachment button once you're watching the attachment. You most probably need to have TICKET_ADMIN permission to see the ticket. TicketDelete actually doesn't handle attachments, since they already have their own deletion system. You need to have the correct permission (TICKET_MODIFY I think). I had the correct permissions but I was always searching for a delete button on the ticket page, right beside the attachment or something. Now when I know where to look for it, its actually there.
