I think it doesn't come in the Ubuntu 16.04 repos. I also found that it has not being maintained since 2010, I think that would be enough reason to not include it. https://ubuntuforums.org/showthread.php?t=2321458

Hexchat is what I use too! Agree wholeheartedly that xchat is not to be used. I wondered why it was in trisquel 7, when it was said to have freedom issues. I don't know if it still has those issues, but like you said its inferior.

I use HexChat too, but CWirc is the only program that allows people to have CW Morse code conversations over the internet. There is a proprietary program for Windows, but I won't use that.
