This may not be much help but DesignBais has been used to put a web GUI
onto non-english apps, including at least one Chinese app which I believe
runs over U2. It includes a glossary feature which allows a single
application to display localized prompts, help text, etc. I don't know of
any studies or white papers done on localization but maybe DesignBais
International can hook you up with some client/developers who could share
their experience.
"Content localization" can mean a lot of things so be sure to define your
business strategy clearly so that you can evaluate whether specific tools
are in line with your goals.
You might have better luck finding information about globalization and
localization with regard to software development in general, identify
appropriate non-MV tools, and then work out the best connectivity
solutions. The .NET Framework and Java both have extensive localization
(internationalization (I18N)) support built in, and from there tools like
mv.NET, UO.NET, and UOJ can help to make the connection to U2 relatively
seamless.
Currency translation can be done from U2 by calling a variety of Web
Services, either directly from U2 or through one of the above mentioned
connectivity tools.
So everything that you're asking about is within reach.
