It doesn't matter if you follow the guidelines of the US Postal Service.
They prefer that all punctuation be removed and that you use all
capitalized letters. If you follow those guidelines in storing your data
then no conversion is necessary and everybody is happy.

The "`" character has an interesting twist in my travels.

Somehow, somewhere in the past, using an apostrophe to bound text in an
English statement caused unpredictable results. The Quote (double quote if
you're counting) character didn't have those problems.

Thus, I ceased using the single quote (apostrophe character) for anything
except as a text value, not as a quotation bounding character.

The "`" grave character is relegated as text only and in those systems that
I see character stripping subroutines, it's removed along with the control
characters. The premise was that the purpose of many text fields (as opposed
to validated fields) is its LIKE-style lookup later. If the maint program
removed them, then the lookups could strip their sought text and make their
match.

If the correct spelling of RESUME (re-su-may) has the grave character on the
last E but it gets stripped, then it's RESUME (re-soom). Words like O'rielly
retain their apostrophe though.

While there is an increase in foreign character modifiers, aka umlauts,
tildes, graves, in today's global communications, they present inconsistent
results when searched for later. If the user doesn't include the grave in
RESUME, it's a different word and meaning. On the other hand, the accepted
spelling of many words with modifiers is without as well.

Not many people know of using the  keystroke combination to add
cuteness to their words. It's like typing an attribute mark.

Huh? What extended ASCII characters are not represented somewhere in 
Unicode?

Or do you mean that characters often shown with hex values between 80 and 
9F do not have the same values in Unicode? The latter is true.

` (on the tilde key on US keyboards) is a back-tick and not an apostrophe.
Please do not confuse them! In standard ASCII the apostrophe and the single
quote are used interchangeably. There is no other character shaped similar
to the regular typeset curly single quote. Extended ASCII is not represented
in Unicode, so it should not be used for data storage. (heh.. some people
mangle the representations and map them accordingly, though)

One can always write a program to select the records, of course.  It's
just that there's not a convenient built in SELECT command that seems to
work.

Using an I-type tied to a subroutine will work (I am in Universe):

Write the subroutine FSQ (Find Single Quote):
SUBROUTINE FSQ(RESULT,X)
IF INDEX(X,"'",1) THEN
   RESULT = 1
END ELSE
   RESULT = 0
END
RETURN
END

Compile and catalog this.


Now create an I-type in your CUSTFILE DICT, I will call it NQCNT:
0001: I
0002: SUBR('FSQ',@ID)
0003:
0004:
0005: 2R
0006: S
0007:

Compile the I-type of course.

Then, the command LIST CUSTFILE NAME NQCNT produces:
CUSTFILENAMENQCNT

6   JOHN'S RESTAURANT   1
2   HOWARD JOHNSONS 0
3   LOU'S BAR   1
4   STANDARD PLACE  0
5   STARBUCKS   0

You can see that NQCNT is 1 if there is a single quote in the name, so
you can select those records with the TCL command:
SELECT CUSTFILE WITH NQCNT = 1.

supposed to put single quotes in a name or address.  You are supposed to 
use the apostrophe, which works just fine.  So the bug still exists, but 
now we can blame the problem on bad data!!

control and to change it, the whole world would come to a screeching halt.

Try escaping the quote, i.e.:

Or:
