Ubuntu 14.04 will be sticking with GNOME 3.8 core components. GTK may be updated to 3.10, I don't know about GNOME shell, it will probably stay with 3.8 as well, given its close ties with gnome-settings-daemon and gnome-control-center. Accessibility wise, it all depends on what is done in the accessibility stack as to whether we can update to the newer versions.
