Indeed we shouldn't, but the menu system is more efficient for a lot of people without accessibility needs too, so I'm still against getting rid of it altogether. Both Windows XP (dunno about Vista) and Mac OS X allow menu access to individual control panels if desired, and it seems unlikely to me that we've done more user research than they have.
