My question is: Is there a speech to text converter software in ubuntu like
 IBM Via Voice for windows..?

Unfortunately, speech recognition or speech to text software is one of Linux's
biggest weaknesses. Work is ongoing, but it is far from what can be achieved
with Dragon Naturally Speaking, or even what ViaVoice for windows could do.

P.S. I would like to work actively with Accessibility Team and make ubuntu
 better for the challenged...

Thanks very much for your offer. What would you be able to help with most?
Where do your interests and skills lie?
