I do think that we should turn the footer off. There is definitely nothing on https://lists.ubuntu.com/mailman/listinfo/ubuntu-art, and definitely nothing in the 'Welcome to the ubuntu-art mailing list' email I received when I subscribed. Even if I'm wrong and the information is actually there, I can't really concede it was clear and obvious. Perhaps it's worth re-visiting the guidelines issue so that you don't have to put yourself out by telling people to RTFM constantly.
