There are lots of new features in the Gutsy version that would warrant a
backport to Feisty. IMHO not crashing would be a reason enough, but this
seems like an example where the Ubuntu policies do not work so well.

I've gone through the patch and the current version of quagga and I can
at least say that no part of the patch has been reverted or even changed
