Please backport gnupg2 2.0.19-1ubuntu1 (main) from raring to quantal.
Reason for the backport:
Gnupg version 2.0.19 adds support for OpenPGP cards v 2.0 that can store and
handle 4096 bits keys.
The support where added in uppstream commit

The package is uploaded to ppa:karl-h-thoren/backports
I did not test all the Reverse-Depends as I hit the bug
