The Debathena project at MIT (http://debathena.mit.edu) uses config- package-dev 4.9 extensively across several releases, including Hardy and Intrepid. It's a build dependency for several dozen of our packages. There are 5-8 Debathena developers, all of whom would have config- package-dev installed on their personal machines, including some who use Hardy and some who use Intrepid. It's also installed on 20 demo workstations across campus.
