packaging to see whether or not a backport is appropriate.

There are only new APIs in new "minor" versions but they don't break the
old API. They only break the API in major versions like 2.0 but not in
1.x.

But if you don't want to backport v1.4.x. Is it possible to backport v1.3.2? I 
have some bugs in v1.3.1.

Newer versions of subversion break API compatibility the packages that
build against subversion, which would need recompiling, re-testing, and
possible re-backporting of everything that uses Subversion.
