[Bug 2072732] [NEW] CTRL+U doesn't always work

It does, however, pick up ~/.config/pulse/default.pa, but the directive for auto-connect-localhost apparently has to go in client.conf, and I cannot find an equivalent for default.pa to do this. ** Description changed: Using inotifywait I can see that Pulseaudio makes no attempt whatsoever to even check if ~/.config/pulse/client.conf exists, so anything you put in there is completely ignored.
