We want to change the colours so that the text is easier to read but also so that the clients can be consistent across all platforms. Since the last release of Ubuntu, the UI and branding for the splash screen has been updated on other platforms - specifically Windows - so this work will bring the home platform of Ubuntu in line with the latest changes. The control panel backgound colour is taken from the Ubuntu One colour palette, so it will remain as is in order for Ubuntu One to be consistent across platforms.
