the bug is present in ubuntu karmic and lucid, both for 64 bit systems.

I installed the packages that solved the debian bug from

and it now works.

I was able to get around it.

Looking for what the user snmp was doing I found

$~ ps auxf|grep [s]nmp
snmp  1129  0.0  0.0  10384   296 ?Ss   14:19   0:00 rpc.statd -L

After

$~ sudo /etc/init.d/statd stop

the process was gone and the user 'snmp' did no longer own any process
and

$~ sudo dpkg --configure -a

completet without errors.

problem seems to be snmpd:

$~ sudo dpkg --configure -a

the bug is still not fixed and broke my upgrade to 8.04 hardy.
After installing a fresh new hardy both the fresh install worked and the 
upgrade worked, too.
I suspect that a second swap partition was causing the problems, as this is the 
only thing I changed in the old system.

No, definitely not. My / has ~8GB free space and holds all system critical
directories.
I just ran
 sudo apt-get install cryptsetup
again, meanwhile using kernel 2.6.20-14-generic, and I still get

update-initramfs: Generating /boot/initrd.img-2.6.20-14-generic

as the last line of output
