After upgrading to kubuntu 18.10 plasma-discover is no longer useful. If
started when updates are available, it shows no updates.

When started on command-line I can see lines such as

On your system, this is in kernel message:
[ 0.104005] ACPI: GPE 0x6F active on init

I just tested Precision 3630 Tower in our lab, no such message, and I
don't see the issue here.

/sys/firmware/acpi/interrupts/gpe6F stays at 0 all the time.

Can you try "restore default settings" in BIOS?

  badblocks_show will now correctly report:

  Ideally, this should collapse all ranges into a single (32, 12).. But
  looks like badblocks_set only merges one set of adjacent mergeable
  ranges, and then returns, resulting in:

  Now if I add the same (32, 12) range again, I get:
  
  32 5
  
  as one more set is merged. And finally after adding (32, 12) one final
  time, I get the expected

My main issue is "on resume from suspend" which I never had with 16.04. I 
probably had 30-50 resumes before I rebooted after a kernel update.
In the mean time I am on 4.15.0-38. 
I assume I removed the gnome-shell, also I switched from nouveau to 
nvidia-driver-390
I had several (5) resumes after my last reboot and no issue yet. It does not 
happen all the time.
I did change the subject as suggested.

I installed the upstream kernel[0] as requested in comment #3, ran
update-grub, booted into kernel 4.19 and then tried to shutdown the
system.   Again, the system crashed.

caused by video resolution to go to 640x480 (ugh).  Removing 4.19 and
going back to 4.18 restored the resolution.

Anyway, kernel 4.19 from [0] did not fix the problem.

The issue started happening as soon as I fresh-installed ubuntu 18.10
alpha and keep happening until now (mixing "bluetooth only missing" and
"bluetooth and wifi missing). As I stated earlier, I am not sure why and
when it happens. Yesterday it has been 100% reproducible with steps in
original message. Today I cannot reproduce it, both wifi and bluetooth
wake.

  I have XPS9370 with self-installed Ubuntu 18.10 (not project sputnik) with 
Killer 1435 wireless module.
  And sometimes I find wifi and bluetooth missing after sleep. I cannot exactly 
define preconditions, but it seems there are following steps to reproduce the 
issue
  1. Connect something via bluetooth  (I use bluetooth headset)
  2. Send laptop to sleep
  3. Wake it and find wifi and bluetooth missing.
