First of all, thanks to the great steps by Horst I was able to reproduce this 
on X/B/D releases.
like:

balancer-manager cross-site accessWith

With that set up I upgraded all those to the PPA [1] and retried the access.
It works without the AH10187 error now.
I also found no other new issue in the logs triggered by the update - at least 
not for this setup.

In an SRU sense I'd now call it verified.
I hope that helps to get this processed further, since it needs pushing to the 
-security pocket I can't help much further.

I have triaged this bug yesterday but wanted to add some words to explain.

What you ask for to me seems like you want more multiarch [1] implemented in 
libsdl (and others).
That is in itself no bad request, but there are a few constraints to that.

- The release target surely would be a future release (you filed that bug 
against bionic, and I'd 
  want in no way set wrong expectations). Even if things are changed that will 
only happen in 
  a future release as it would not qualify for an SRU.
- for the particular case - libsdl1.2 was dropped out of main (as there is 
libsdl2, but more so 
  things migrated away from sdl to gtk). Therefore I doubt this gets ever very 
important for 
  Ubuntu overall.
- For changes like that it is highly unlikely that we derive from Debian as the 
maintenance of 
  this as a delta is a lot of effort. We usually would implement and submit it 
to Debian (if it 
  is important to Ubuntu) or just ask Debian what they think about it (so that 
they can implement 
  it if they want). So on this case you might file a bug in Debian and let us 
know about the bug
  number for tracking.

I can see that this case in general (not for libsdl in particular)
becomes slightly more important with the dropping of i386 installation
media. But in many cases instead of multiarch for combined 32/64 usage
on one machine I have seen containers (e.g. [3]) as the superior
solution. While multiarch is nice, containers let you run all on the
same machine with the benefit of both environments not affecting each
other in any way.

P.S. I have subscribed Steve in case he wants to share any of his much
deeper multiarch knowledge to this case.

Prior to this commit, "find --version" reported "4.7.0-git".
As of that commit, it reports "4.6.0.157-1cc2"
The very latest as of today reports "4.7.0.12-6975a".

*If* this were to be addressed for Ubuntu 18.04, it could be done
by backporting this patch from upstream.  I express no opinion on
whether that would be worth doing.

Booted today's Lubuntu 19.10 daily (2019-09-10) on hardware
dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 
5000/6000/7350/8350)

Prior to install whilst still in 'live' mode, I was unable to play
the.eagles.hotel.california  using `vlc` :(

After install; I could play same the.eagles.hotel.california mp3 using
`vlc` :)

(nothing really new; prior install was done on VM)

After the recent update of libc and locale packages to 2.30 I'm
experiencing issues on my developer workstation.

The most visible change is that my terminal will format the clock in 12
hour AM/PM format regardless of settings.  I am able to restore the 24
hour clock by forcing LC_TIME to C.

However, this also affects applications doing datetime calculations, an
example being the Zaza test framework written in Python suddenly
generating TLS certificates with a not valid until time into the future,
with the consequence of test runs failing.

So there is something more unnerving than a mere time display format
change going on.

Will try to dig up some more details, but wanted to flag this here in
case someone know more about what has changed and/or are seeing similar
issues.

The insert column commands are titled "before" and "after" and the
insert rows commands are titled "above" and "below".

If used in RTL cells, the behavior also is false like the text in the
'Insert...' dialog. If something will be changed here also the
'Delete...' dialog and the above mentioned column/row commands must be
taken into account.

I doubt this is technically possible? What with only partially RTL
columns/rows? How could LibreOffice decide if it's LTR, RTL, whatever?

But to come to this bug report: As columns and rows commands were
renamed, also the 'Delete...' and 'Insert...' dialog must be changed:

* Insert... > Shift cells right > Shift cells after
* Delete... > Shift cells left  > Shift cells before

This isn't what the bug opener wants but it would be at least the same
naming than in other commands.

Sounds like we have a semi-permanent workaround now:

gstreamer-vaapi (1.16.0-3ubuntu2) eoan; urgency=medium

  * debian/patches/git_no_amd.patch:
- backport an upstream change to disable vaapi with the amd drivers,
  the current experience is buggy and it's better to just not enable it
  see the discussions on this mailing list and the referenced bug

I'm still investigating this but wanted to share some findings... I
haven't got a kernel dump yet after the task is frozen, I have analyzed
only the userland part of it (although I have checked if code was
running inside kernel with perf cycles:u/cycles:k at some point).

The big picture is this: Whenever qemu-img hangs, we have 3 hung tasks

ubuntu 18.04 running on aws ec2 ami.
