Ok, the debdiff looked fine, sponsored to the focal-proposed Unapproved queue. 
Two things to note:
 * Since I have sponsored the upload, I cannot review it from the queue, so you 
need to find someone else from the SRU team to process your upload
 * The regression potential field needs a bit more work for this to follow the 
Ubuntu SRU guidelines. The regression potential section should be filled in 
with regression potential analysis coming from the new change that is being 
uploaded. So, look at the code and think "what might go wrong if there is a 
*bug* in the changes I'm introducing". Or, even better, "if this code was to 
cause a regression somewhere, where would that be?". This way the SRU team can 
better understand the risks of including this in the stable series + when 
something breaks, we can more easily identify which change could have caused 
it. Could you update the section with that in mind?

The automated error tracker is showing zero users have experienced the
crash in 3.36.4 so it's possible you don't have the new package
installed properly. But it's also possible it's an error that doesn't
get reported reliably...

The system has been updated several times since, with no further problem.
I note that this was the only time that two kernels have been downloaded 
together, and I guess that may be the cause of the problem?
I held on to the previous kernel, and used that until a fresh kernel appeared, 
and did not delete it until a further kernel got downloaded.

I am still getting this bug with the proposed version. Ubuntu 20.04 on a
Lenovo machine.

I hope I updated correctly, I followed the instructions linked above to
activate the "proposed" repository and installed the package with "sudo
apt install mutter/focal-proposed", then deactivated the "proposed"
repository and rebooted my machine. For the record, "dpkg --status
mutter" shows "Version: 3.36.4-0ubuntu0.20.04.2", so I think I did it
correctly. I did not touch gnome-shell. "gnome-shell --version" shows
3.36.3.

I used the touchscreen and triggered the bug after just a few minutes.
gnome-shell crashed and some familiar messages were dumped in the
syslog:

Realistically I do not expect this bug to be fixed. Because we don't
want to lower the default from 10bpc when the rest of us are trying to
enable 10bpc in more cases, and adding a GUI to make it configurable is
a multi-month effort because multiple projects would be involved there.
But if you want to get the ball rolling on a GUI then I suggest
requesting it at:

  https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues

This bug *might* be fixed without a GUI if some kind of error check and
fallback can be automated in the modesetting code. For Xorg sessions
that's in the 'xorg-server' project and for Wayland sessions that's the
'mutter' project.

I removed from my system /lib/firmware/intel/ibt* and copied
/lib/firmware/intel/ibt* inside linux-firmware_1.183.2_all.deb
(http://archive.ubuntu.com/ubuntu/pool/main/l/linux-firmware/linux-
firmware_1.183.2_all.deb)

Didn't have to make any changes to /etc/pulse/default.pa but reverted
the audio configuration to default by removing ~/.config/pulse
