Upgrade from Ubuntu Mate 18.04.5 -> 20.04 via "Software Updater" or what is 
called by it later.
At first, calculation failed with reported suspicion on unofficial Ubuntu 
repositories (Launchpad). I've removed those via "Software&Updates". I've 
cleaned up sources.list.d from those, because upgrader had once restored 
repositories at "Other Software" tab after next failed upgrade. I've deleted 
keys for those repositories. I can't tell, if the latter was mandatory.
Upgrader hadn't stop failing. Same suspicion. I've switched off all 
repositories listed at "Other Software" tab. Now upgrader fails with no hint.

I think I found out what's happening.

When the machine boots, and the login screen is displayed
The sound is not immediatly initialized and working
If, when it's not yet ready, I press the cut volume/volume up/volume down
It puts the sound card and/or Pulse into a state where it gets stuck...

If I wait a little after login, say 5 seconds or so
The sound card finishes its initializatino thing (or Pulse, no idea)
And then I have no problem with sound

Not sure this is really a bug...

Yes, doing that helped

And not tounching the 3 buttons immediatly after login to let Pulse and
the sound card be "ready" also avoids the problem :)

I don't know if this helps, but I have experienced similar issue. Might
be a different reason, though.

1. connect phone (Oneplus 6) to computer and start large file transfer from 
there (~10GB or so).
2. Insert memory card to memory card reader on the computer
3. The system is really unresponsive until the phone transfer completes.

If they removed a dconf hidden setting, I think it's unlikely they will go out 
of their way to build it into the GUI, especially with the GNOME trend of 
removing configuration/options. You'll probably get the same answer if the bug 
is not considered a duplicate (i.e. "I don't think it's super useful to be able 
to customize everything in gedit.")
