It is about permissions and the theme.
If you are sticking to breeze and
change permissions recursively in  ~/.config and ~/.cache
then

kbuildsycoca5 && kquitapp plasmashell && kstart plasmashell

should fix everything

But you would not get the panel if you are using oxygen.

KDEInit could not launch 'klines':

Could not open library '/usr/lib/x86_64-linux-gnu/libkdeinit5_klines'.

Cannot load library /usr/lib/x86_64-linux-gnu/libkdeinit5_klines:
(/usr/lib/x86_64-linux-gnu/libkdeinit5_klines.so: cannot open shared
object file: No such file or directory)

Problem persists even after downgrading Klines from 4.15.04 to 4.14.12.3

Remark: Problem existed in Plasma 5.2 also.

Problem seems to be a X86-64 Specific Packaging Error
