Ok I think this is only happening when scale on the display is set, for me it was 150%. The scale also affected some other windows which lost borders and resize didn't work for them. I'm having this same issue on Ubuntu 24, All IntelliJ IDEs are affected including Android Studio (which is based on IntelliJ i think?) Didn't notice with anything else.
