The web page http://www.crummy.com/software/BeautifulSoup/ incorrectly
claims that the Ubuntu package is python-beautifulsoup4.

I returned to my local octave source directory, ran make uninstall,
and then ran apt-get install octave.  Installation went through
perfectly.  Please close this defect report, if I am unable to do it
myself.

Installation of octave on saucy encounters a problem.
libqscintilla2.so.8 is required.

There is patch  http://ubuntuforums.org/showthread.php?t=2074962 that I
missed.  With the patch, it looks like the installation is successful.
There are only warning messages mentioned when issuing the dpkg -i
command.
