I have previously enabled fractional scaling, which I thought was the
cause of this issue, but after disabling it, the behavior has not
improved. I now use a resolution of 1920x1080 at 60.03Hz and 100%
scaling.

I also experience a similar/the same problem for upgrading from 14.04 to 
xenial. Indeed I do for several months now, always hoping that the bug would be 
fixed one day...
This is what pops up (in the end) when I sudo do-release-upgrade

I am certainly running xubuntu. And it works, so I suppose that all
necessary packages are installed. Unfortunately, just as for milvang, I

I used the kde controll center to install hebrew as second language
(german is first). Now some interfaces mix these two languages. My
impression is, that in all cases where the german translation is
identical with the english original, the hebrew translation is used.

sbg, you are right. I had a broken é in one of the names of the keys in my 
keyring. When I removed it, everything works again. There is still one keyname 
wit an ü in it and one with a broken ä, that don't cause any problems.
