That's not such an easy distinction to make. If the fix is proper, it
wouldn't be in staging anyway, but in vanilla Wine.

If the bug exists in vanilla wine, but not wine-staging, it is
reasonable to make the status 'STAGED'.

Side note: the staging version is less hacky than the original
submission..

the author hasn't seen the issue either.

When I run shellcheck on my upstream project under Travis-CI, I see several 
occurrences of:

Check the first comment, it's a feature request = enhancement.

Pulseaudio is supposed to be compatible with ALSA, which Wine already
supports, and sound does work for a lot of use cases.*

if you've got a copy of the wine source, command line used was simply:
CFLAGS=-ansi ./configure

fwiw, capi20.h and lcms.h have similar problems (present, but can't be
used), and detecting libxrandr, libxinerama and libgnutls fails as well.
All others work. Bugs haven't been filed for those issues yet.
