Martin - yes I did update immediately after 11.10 with no result.

BUT have just got a bunch of updates thru the standard update channel
and AFAIK this bug seems squashed. Have been working continually and
rebooted a couple of times without a single launcher misbehaviour.
Gratifying side-effect is that Compiz key bindings are now instant and
stable.

Still a problem for me with clean install of 11.10 alternate: not only
with Dodge Active Window but also with Dodge Window.

N.B. for me, disturbing additional - seems that if the area on the
maximized window where the launcher should be is clicked for any reason,
it is treated as if the launcher were there, and it executes the app as
if the icon were invisible but active...

Reference above Compiz tweaks: all bad behaviour stops when in CCSM:

Snapping windows > Behaviour > Snap types goes to 'edge attraction'
 " "> Edges goes to 'window edges'

Same problem exactly. 
Running fairly vanilla  32bit 11.04 on Unity, up-to-date, no system 
instabilities, no other applications have this problem

+ If last close was maximized LibreOffice displaces to another workspace when 
launched again
+ Is current LibreO = LibreOffice 3.3.2 / OOO330m19 (Build:202) / tag 
libreoffice-3.3.2.2, Ubuntu package 1:3.3.2-1ubuntu5 
   have installed 'lo-bar' workaround package to bring LibreO into line with 
its handling of global menu-bar
+ Launching from side launch bar, whether direct or by quicklist the same 
problem.
+ adjacent workspace may be before or after randomly
+ It 'ghosts' over any other window in this adjacent workspace, that is it may 
be on top but if the window is closed (Alt-F4) the one underneath is the one to 
vanish
+ closing minimized reverts to correct behaviour (next launch opens in same 
workspace)
+ Have been running LO in this environment for a couple of weeks without this 
problem. It came this afternoon after one or two minor Compiz tweaks that I 
can't remember, and did not follow updates, upgrades or crash
