Just a note, I am affected by this and also two other warnings:

Looking at the above link to Puppetlabs ticket, their recommendation is
that users do not rely on Ubuntu package and use packages from
apt.puppet.com however that's not an option for me. My platform is arm64
and there are not appropriate packages in that repo, so I have to use
Ubuntu ones.

Apparently, I am able to reproduce this quite easily with Xubuntu 18.04
as seen in bug #1815429 . The workaround which works for me is to add
the ppa:xubuntu-dev/experimental and upgrade xfwm4 to version 4.13

I've just tested wfxm4 version 4.13.1-2 from ppa:xubuntu-
dev/experimental and can confirm that this version fixes the problem
just as well. This applies to both bionic and cosmic (where I've seen
and reproduced this bug, too).
